Computer. It's a matter of manufacturer's ways of coming up with CEL's basically. The older styles were all differnt by the manufacturer and no one could afford the cards and what not to get every car. (Basically independent shops) In 1996, all cars had obd2 because of the governement stepping in and saying that cel's all needed to have basically common names and tools used to retrieve them. Obd2 is much more sophisticated at that. Especially with dealership scanners for makes. GM has a nice version of obd2. AS soon as a code is set the computer records everything from 30 seconds before the code was set to 30 seconds after and you can go back and look at EVERYTHING at the time. VERY nice. Fords  , Chrysler's are iffy. Hondas, top of the game to be honest with you.
OBD3 will be out soon.

More or less like Jon said....the Ecu, but the wiring also is different along with the sensors. Different Obd's were pushed through b/c of government regulations on emmisions. More sensors, better polution standards to help control emmissions.....

well the reason i was asking was because ive thought about buying another motor to build up and swap it later on once its finished.. But all the ones i can seem to find is the 90-91 integra b18a Obd0..
The blocks are exactly the same as far as i know from 90-91 92-93 the main difference was in the head different cam's.. But my thought was build the obd0 block up.. once its done slap my head on it... and connect everything to it.. and it would be obd1
is it that easy?

Shouldn't be a problem. Unless lets say you were ob0 and you upgraded to a obd1 or 2 block, then you would need to wire in different sensors and change your ecu.....
In your case I think you will be fine.... 8)

Yeah, the only thing you'd have to make sure is all your sensors match up.
