I saw something on them a few years ago that said they were actually very rare (falling of breed lists), but a few farms like the one in that video were breeding them, trying to bring back their popularity.

I'd say that video will do exactly what those breeders couldn't do when it comes to boosting popularity.

Well, those videos are a couple years old. I think I saw them 4 or 5 years ago, but still haven't noticed much of a gain in popularity. People might think they're cute and fun, but don't want to put forth the effort required to maintain goats. We used to have goats on the farm, and now my old man still keeps a couple of pigmies around, so I know how much trouble they can be.
